Text: Dear Sir/Madam,

I am writing to report a pattern of systemic corruption, extortion, and abuse of authority in Uganda involving the treatment of abused animals and the civilians who attempt to intervene.

This is not an isolated incident, nor a matter of animal welfare alone. It reflects a broader governance failure that includes:

– Police officers demanding payment before allowing rescuers to take abused animals into care
– Authorities refusing to act on clear evidence of criminal activity
– Selective enforcement depending on personal interests
– Intimidation of civilians who report abuse
– Repeated negligence despite documented cases

Rescuers are being financially extorted simply for attempting to remove animals from abusive situations. This constitutes misuse of authority, corruption, and obstruction of justice.

Uganda’s existing laws are not being enforced. Instead, officials are using their positions to block interventions unless payments are made. This situation reflects wider issues of:

– Corruption within law enforcement
– Failure to uphold legal obligations
– Abuse of vulnerable individuals
– Lack of accountability
– Governance breakdown
