Thousands of defenseless cats & kittens are suffering in the absence of animal cruelty laws in China, where videos of brutal cat torture make their rounds online. This content is spreading rapidly, with thousands of people from outside of China participating in creating & distributing this violent content.
The following facts concern the rise of organized online animal torture communities targeting cats & kittens, with confirmed participation from individuals residing in many countries all over the world. Torture groups operate internationally, using encrypted chat rooms, mainstream social media platforms & dedicated websites to coordinate extreme acts of cruelty. The issue has significant safeguarding implications. There is a well-established link between animal cruelty & violence toward people, particularly within domestic abuse and other high-risk contexts.
Organized online torture activity first emerged ca. 2015, initially traced to groups in China. In 2022, a central torture group was established by a Chinese man living in Japan. This entity operates via a dedicated website & major platforms such as X, Facebook, Instagram, QQ, TikTok. To gain access to the groups core chat rooms, applicants must submit a video of themselves torturing & killing a cat. This serves as an initiation ritual & proof of commitment to the community.
Membership can reach 1’000 active participants at any time. Members share torture methods, coordinate acts of cruelty & circulate video recordings.
Documented acts include burning, boiling, amputation & prolonged mutilation.
Between May 2023 & May 2024, a new torture video was published every 14 hours 34 minutes on average.
By February 2025, upload frequency had increased by 510%, with a new video every 2 hours 38 minutes.
Videos are first shared in closed groups, then re-posted to major platforms, often evading detection and moderation.
Documented cases of severe abuse orchestrated through encrypted channels. The true number is likely significantly higher as the network expands.
90% Chinese made
The vast majority of content originates from China due to a complete lack of comprehensive animal cruelty laws to deter abuse.
2 hours 38 minutes
By February 2025, a video showcasing the torture & execution of a cat is uploaded every 2 hours 38 minutes to online Chinese torture communities.
24+ Groups documented
More than 20 separate groups have been documented. The largest group exceeded 1,000 members. Researchers believe the most active individual recorded over 300 cat torture videos.
2‘000+ Memberships
Between May of 2023 & May of 2024, more than 2’000 members were discovered in the largest of three known groups. Many other smaller groups existed.
130+ Social media accounts
Between April & May 2025, over 130 X accounts shared posts promoting animal abuse. One Mandarin-language post refering to “cat abuse” was viewed over 570 times during the same period.
Cat torture viewers and participants have been found on every continent & linked to other serious crimes. Just a few examples:
UK & Europe
Participants in the torture networks have been identified in the UK, Germany, the Netherlands, Spain & other countries. In 2025, two teenagers were arrested for torturing kittens in London.
USA & North America
In the US & Canada, researchers have discovered links between Neo-Nazi adjacent groups like 764, Order of the 9 Angles & cat torture. In other US & English-speaking groups, members encourage minors to hurt themselves and share “hurtcore” content.
Turkey
Domestic terrorist group C31K in Turkey shows a link between incel ideology, child abuse content & cat abuse. These links are not unique to Turkish cat torture groups & are seen all over the world.
China & Asia
China is the hub for cat abuse content, but this content is prevalent across Asia and the Middle East. Chinese cat torture group participants express incel ideology, share revenge porn, and promote child sexual abuse content.

Beyond direct monetary profit, there are links with zoosadism (sexual gratification from animal suffering) & extreme misogyny.
Members often explicitly target cats because they associate cat ownership & affection with women.
The Cow Cat case. In March 2023, an abuser in China captured a stray black & white cat and subjected it to a highly publicized 3-day torture. The abuser mockingly posted messages boasting that throughout the 3 days of severe abuse, the cat “never made a single sound” & only gasped for breath. The perpetrator was exposed, but due to the absence of anti-animal cruelty laws, he couldn’t be jailed. A group of his online “followers” established even more aggressive, deeply encrypted channels on Telegram to continue the practice.
That’s how The Cow Cat became the symbol of outcry for anti-animal cruelty laws.
Why is cat torture allowed to thrive?

The exact number of victims will never be known. It’s not just stray, stolen & adopted cats who are tortured on- & offline. The perpetrators are actively breeding cats to use in their torture videos.
Thousands of cats will forever remain nameless, tortured out of their lives on video for money or entertainment.

Cow Cat was starved, declawed, derpived of sleep and punctured with a hot iron. S/he was bound to a tree and subjected to further beatings. Cow Cat was then placed in a plastic bag and burned alive. The torture was prolonged over 36 hours.
Fireball was starved and eletrocuted. Her entire body was skinned including her face. Then whilst slowly dying, she was subjected to further electrocution. After her heart stopped beating, she was shocked back to life to endure more torture.
Little Calf was cut across his belly and mouth. He was stabbed in both eyes. And his internal organs were deliberately exposed before he passed away.
Theodore was subjected to electrocution. He had all his limbs cut off with a knife. He was then beheaded.
Monica was stolen from an airport whilst her owner was in transit. She had over 40 pins stuck into her body. She was electrocuted with a cattle prod and her stomach was skinned. One of her legs was smashed before being removed completely.

Subject: Concerns Regarding SUST Partnership and Student Conduct
Text: Dear _________ University,
I am writing to express serious concern regarding institutional ethics, animal welfare, student conduct, and campus safety, in connection with your partner institution, Suzhou University of Science and Technology (SUST).
According to accounts from adoption providers, online reports, and footage recorded at the scene, SUST student He Tianci was allegedly involved in a series of fraudulent cat adoptions followed by severe animal abuse and killing.
He Tianci allegedly posed as a civil servant to gain their trust and repeatedly obtained cats through the Xianyuplatform. At least five cats from different owners are known to have been adopted by him. After taking the cats, he used photographs of similar-looking cats to convince the original adoption providers that their cats were still alive and safe.
On August 23, 2026, adoption providers and police went to his residence. Three odorous cat bodies were discovered inside the residence, while one kitten was found alive and rescued. He Tianci admitted to killing the cats shortly after adopting them and leaving their bodies in the residence for several days. His parents and university staff went to the police station to defend him.
The fourth and fifth adoption providers successively reported the cases to the police. There are five reported victim cats so far:

To date, it is alleged that He Tianci was only placed on disciplinary probation. However, SUST has not publicly disclosed the details. This raises concerns about institutional ethics, accountability, and transparency,particularly for universities with academic partnerships with SUST.
As a university committed to education and social responsibility, I trust that your institution values not only academic achievement but also moral integrity.
In light of this case, I respectfully urge your university to:
1. Raise these concerns with SUST and request transparency. Encourage SUST to take this case seriously and clarify its disciplinary response.
2. Consider social responsibility in partnership evaluations. Institutional accountability and humane education should be considered when reviewing or renewing academic partnerships.
3. Strengthen safeguards for international programs. Students involved in serious animal abuse cases should be barred from exchange and other international academic programs to protect campus safety and community well-being.
4. Strengthen animal protection education. Universities should promote animal welfare, respect for life, and responsible treatment of animals.
I respectfully ask your university to take these concerns seriously and to consider whether further communication with SUST, a review of the relevant partnership, or additional safeguards for exchange and transfer programs may be appropriate.

• Protect local animal volunteers and witnesses from intimidation or retaliation.

Türk makamlarının geçmişte C31K hakkında zaten operasyon gerçekleştirmiş olması son derece önemlidir.
İçişleri Bakanlığı, 13 Ocak 2024 tarihinde C31K isimli sosyal medya topluluğunun üyelerine yönelik operasyon yapıldığını ve kedilere eziyet edildiğinin tespit edildiğini açıklamıştır.

Daha sonraki soruşturmalarda da C31K’nın Telegram ve Discord üzerinden faaliyet gösterdiği ve hayvanlara yönelik işkence görüntülerinin yanı sıra başka ciddi suç içeriklerinin bulunduğu bildirilmiştir.
Bu nedenle yeni yavru kedi vakasının C31K veya C31K ile bağlantılı alt gruplarla herhangi bir bağlantısı olup olmadığı özellikle araştırılmalıdır.
C31K’nın;
yöneticileri,
moderatörleri,
alt grupları,
bağlantılı Telegram kanalları,
Discord sunucuları,
sosyal medya hesapları,
yeni oluşturulan veya yeniden oluşturulan grupları
haritalandırılmalı ve mümkün olan tüm dijital bağlantılar ortaya çıkarılmalıdır.
4. ULUSLARARASI BAĞLANTILAR ARAŞTIRILMALIDIR
Bu olayın yalnızca Türkiye sınırları içerisinde değerlendirilmesi de yeterli olmayabilir.
Son yıllarda Çin merkezli çevrimiçi cat torture ağları hakkında uluslararası ölçekte ciddi araştırmalar ve raporlamalar yapılmıştır. Bu ağlarda hayvanların işkence edilmesi, görüntülerin kaydedilmesi, paylaşılması ve bazı durumlarda ticarete konu edilmesi iddiaları bulunmaktadır.
Bu nedenle Türk makamlarından, Türkiye’deki benzer gruplar ile Çin merkezli veya başka ülkelerde faaliyet gösteren hayvan işkencesi ağları arasında;
iletişim, içerik aktarımı, taklit/emülasyon, kullanıcı geçişleri, para transferleri veya diğer dijital bağlantıların
bulunup bulunmadığının araştırılmasını talep ediyoruz.
Burada herhangi bir ülkenin vatandaşlarını topluca suçlamıyoruz.
Talebimiz, organize çevrimiçi suç ağları arasındaki olası bağlantıların teknik ve adli delillerle araştırılmasıdır.
5. TELEGRAM VE DISCORD ÜZERİNDEKİ DİJİTAL DELİLLER KORUNMALIDIR
Bu tür gruplar çok hızlı şekilde hesap, kanal ve içerik değiştirebilir veya silebilir.
Bu nedenle soruşturmanın başlangıcında;
hesapların, kanalların, grupların, mesajların, kullanıcı bilgilerinin ve mevcut diğer dijital kayıtların yasal prosedürler çerçevesinde korunması ve ilgili platformlardan gerekli verilerin talep edilmesi
son derece önemlidir.
Aksi takdirde soruşturma açısından kritik olabilecek deliller kaybolabilir.
6. SADECE İŞKENCEYİ YAPANLAR DEĞİL, TÜM AĞ ARAŞTIRILMALIDIR
Bu tür suçlarda yalnızca görüntüde görünen kişiye ulaşmak yeterli değildir.
Soruşturmanın;
üretici → talimat veren → ödeme yapan → satın alan → dağıtan → yöneten
zincirinin tamamını ortaya çıkarmasını talep ediyoruz.
Özellikle para transferleri, kripto para hareketleri, ödeme hesapları ve diğer finansal bağlantılar araştırılmalıdır.
7. C31K VE BAĞLANTILI YAPILARIN YENİDEN OLUŞMASI ENGELLENMELİDİR
Bir grup kapatıldığında aynı kişiler başka bir isim altında yeniden örgütlenebiliyorsa, sorun çözülmüş sayılmaz.
Bu nedenle soruşturmanın amacı yalnızca mevcut bir grubun kapatılması değil;
yöneticilerin, bağlantılı hesapların, alt grupların ve yeniden örgütlenme mekanizmalarının ortaya çıkarılması ve etkisiz hale getirilmesi
olmalıdır.
8. ULUSLARARASI POLİS İŞBİRLİĞİ GEREKLİDİR
Elde edilecek dijital deliller Türkiye dışındaki kişi, hesap, sunucu veya ödeme sistemlerine işaret ederse, gerekli uluslararası adli ve polis işbirliği mekanizmalarının kullanılması gerektiğine inanıyoruz.
Bu tür ağların sınırları aşması halinde soruşturmanın da sınırları aşması gerekir.

15. Gerektiğinde uluslararası adli ve polis işbirliği mekanizmalarının devreye sokulması,
16. C31K ve bağlantılı yapıların yeniden örgütlenmesini önleyecek kapsamlı soruşturma yürütülmesi,
17. Sorumlular hakkında Türk hukukunda öngörülen en etkili cezai ve adli işlemlerin uygulanmasıdır.

On 27 August 2026, footage circulated on social media showing two individuals severely torturing a kitten and subsequently killing it.
This incident should not be treated merely as an isolated and ordinary case of animal violence.
We understand that the Ankara Chief Public Prosecutor’s Office has initiated an ex officio investigation into the incident and that detention instructions have been issued concerning the suspects. We welcome this investigation and request that the Turkish authorities follow the case through to its conclusion.
However, we believe that a much larger and more serious possibility must also be investigated.
THE IDENTITIES OF THE TWO SUSPECTS MUST BE ESTABLISHED IMMEDIATELY
The identification and apprehension of the individuals shown in the footage, as well as the examination of the digital material used, should be a priority of the investigation.
Some posts circulating on social media allege that these individuals are connected to an online community called C31K.
We do not want this connection to be accepted as an established fact.
On the contrary, we request that this allegation be verified or disproved through digital evidence.
Therefore, we believe it is necessary to:
identify the original recordings of the footage;
examine the metadata of the videos and photographs;
identify the relevant social media accounts and connected accounts;
investigate accounts on Telegram and Discord;
examine IP records and other available digital data;
forensically examine the phones, computers and other electronic devices used;
determine who first published the footage, where and when it was first published.
THE INVESTIGATION SHOULD NOT BE LIMITED TO THE TWO INDIVIDUALS
This is our most important request:
Please do not limit the investigation to finding only the two individuals shown in the footage.
If these individuals are part of an online group or network, it should be investigated:
who gave the instructions;
who requested the content;
who paid for it;
who purchased the footage;
who distributed the footage;
who acted as administrators; and
how these individuals were connected to one another.
If an organized structure exists in which animal torture footage is produced and distributed, the entire chain that makes this system possible must be investigated, not only the person physically carrying out the torture shown in the footage.
C31K AND ITS SUBGROUPS SHOULD BE INVESTIGATED
It is extremely important that Turkish authorities have already conducted operations concerning C31K in the past.
On 13 January 2024, the Ministry of Interior announced that an operation had been conducted against members of the social media community known as C31K and that abuse of cats had been identified.
In subsequent investigations, it was also reported that C31K operated through Telegram and Discord and that, in addition to footage involving animal torture, other serious criminal content was present.
For this reason, it should be specifically investigated whether the new kitten case has any connection with C31K or with subgroups connected to C31K.
The following aspects of C31K should be mapped:
its administrators;
its moderators;
its subgroups;
connected Telegram channels;
Discord servers;
social media accounts;
newly created or re-created groups;
and all possible digital connections should be identified.
INTERNATIONAL CONNECTIONS SHOULD BE INVESTIGATED
It may also be insufficient to consider this incident only within the borders of Turkey.
In recent years, serious international investigations and reports have been conducted concerning China-based online cat torture networks. These networks have been associated with allegations involving the torture of animals, the recording and sharing of footage and, in some cases, the commercial trading of such material.
For this reason, we request that the Turkish authorities investigate whether there are any:
communications;
transfer of content;
imitation/emulation;
movement of users;
money transfers; or
other digital connections
between similar groups in Turkey and animal torture networks operating from China or other countries.
We are not collectively accusing the citizens of any country.
Our request is that possible connections between organized online criminal networks be investigated through technical and forensic evidence.
DIGITAL EVIDENCE ON TELEGRAM AND DISCORD MUST BE PRESERVED
Such groups can change or delete accounts, channels and content very quickly.
Therefore, at the beginning of the investigation, it is extremely important that:
accounts, channels, groups, messages, user information and other available digital records
be preserved through lawful procedures and that the necessary data be requested from the relevant platforms.
Otherwise, evidence that may be critical to the investigation could be lost.
NOT ONLY THOSE WHO COMMITTED THE TORTURE, BUT THE ENTIRE NETWORK SHOULD BE INVESTIGATED
In such crimes, it is not sufficient to reach only the person visible in the footage.
We request that the investigation establish the entire chain:
producer → person giving the instructions → person making the payment → purchaser → distributor → administrator
In particular, money transfers, cryptocurrency transactions, payment accounts and other financial connections should be investigated.
THE RECONSTITUTION OF C31K AND CONNECTED STRUCTURES MUST BE PREVENTED
If a group can reorganize under another name with the same individuals after being shut down, the problem cannot be considered solved.
Therefore, the objective of the investigation should not only be to shut down an existing group, but:
to identify and neutralize its administrators, connected accounts, subgroups and mechanisms for reorganization.
INTERNATIONAL POLICE COOPERATION IS NECESSARY
If the digital evidence obtained points to individuals, accounts, servers or payment systems outside Turkey, we believe that the necessary international judicial and police cooperation mechanisms should be used.
If such networks cross borders, the investigation must also cross borders.
OUR FINAL REQUEST
Dear Sir/Madam,
This incident must not be allowed to remain merely a video that generated a major reaction on social media.
The torture and killing of a kitten is not an “internet content”.
It is footage of a crime.
Therefore, we specifically request that the Turkish authorities:
Identify and apprehend the two suspects shown in the footage as soon as possible,
Investigate through digital evidence whether these individuals are members of C31K or any group connected to C31K,
Conduct a comprehensive examination of C31K’s existing and subgroups, its administrators and connected accounts,
Identify all individuals involved in the production, commissioning, financing, purchasing and distribution of the torture footage,
Preserve and examine, through lawful procedures, the digital evidence on Telegram, Discord and other relevant platforms,
Investigate possible connections between these structures in Turkey and international animal torture networks,
Activate international judicial and police cooperation mechanisms where necessary,
Conduct a comprehensive investigation to prevent C31K and connected structures from reorganizing,
Apply the most effective criminal and judicial measures provided for under Turkish law against those responsible.
Please do not view this investigation merely as a case involving the killing of a kitten.
This incident may be an important starting point for reaching the individuals behind online animal torture networks.
Finding the two individuals is important.
But finding the network behind them is much more important.
Animal torture must not be allowed to become organized, spread and turned into a commercial activity on the internet.
Violence is not content.
Torture is not entertainment.
An animal’s life is not worthless.
We believe that the Turkish authorities will investigate this incident in all its dimensions and that those responsible will be brought to justice.

I recognize China as having one of the world’s oldest cultures, as well as being a modern-day global leader in technology and development. I have respect for the Chinese people and Chinese civilization, but I am horrified to learn of the brutality to animals that current laws do not address.
In 2020 China made progress by reclassifying dogs as companion animals and no longer as livestock. This positive development was further supported by the review and amendment of the Animal Epidemic Prevention Law and the Food Safety Law.
However, the companion animals continue to be treated as livestock without any objection or protection by law?
I respectfully urge the Chinese government to adopt and enforce anti-animal cruelty laws to end the suffering of the millions of dogs and cats killed annually in China’s dog and cat meat trade and change the way all animals in China are treated.
Dogs and other animals are sentient, feeling beings who deserve our protection. I strongly urge the Chinese government to pass a law that would ban the consumption of dog and cat meat in China, as it already has been passed in Shenzhen. Please recognize that dogs and cats establish a close relationship with humanity. Banning the consumption of pets is common practice for civilized society in the modern world.
Furthermore, there are daily reports of pet abuse from China, which is very disturbing and ruins China’s image as a civilized country. Please, strengthen and enfore the already existing laws that protect animals and create a comprehensive anti-animal cruelty law.
Regarding the dog and cat meat trade, South Korea passed a landmark law in January 2024 banning the breeding, slaughter, and sale of dogs for human consumption. The legislation includes a three-year grace period, with full enforcement set for February 2027.
Furthermore, Vietnam is actively signaling a shift away from the dog and cat meat trade, driven by changing public attitudes, increased pet ownership, and concerns over rabies transmission and food safety. Significant steps have been taken in recent years to phase it out, with a proposed roadmap aiming for an end to the trade by 2030.
In Thailand, the dog meat trade has been banned with overwhelming global support. There have also been bans in the Philippines and Taiwan. This is because laws have been passed and more importantly enforced. Education on animal welfare and enforced legislation are key.

I am not asking your company to leave the region, and I do not believe factory closures would be a fair outcome. Your Animal Welfare Policy is welcome, but it does not answer the question that concerns me: how is your company using its influence with its suppliers to encourage positive change?
I would welcome a public statement on the practical steps you intend to take. Companies can keep sourcing from the region while also leading. That is why I support “Stay, but Lead”.

A heartbreaking and prominent example of this is the recent tragic case of “Wangwang,” a stray mother dog in Jieyang, Guangdong, who, along with her puppies, was brutally tortured and burned alive by a group of minors.
Because China completely lacks animal welfare laws, the perpetrators face no legal accountability whatsoever. This lack of legal protection also allows international networks dedicated to the deliberate torture of cats broadcasted online, as well as the dog and cat meat trade, to operate with total impunity. Introducing national animal protection laws in China is not a minor policy adjustment; it is a fundamental global necessity. It is vital to stop widespread cruelty, protect public health from zoonotic risks, and establish basic humanitarian standards. Advocating for animal protection aligns perfectly with the United States’ commitment to global leadership and ethical responsibility.
Incorporating this critical issue into bilateral discussions could serve as a powerful catalyst to pressure China into establishing these necessary laws and fostering humane change on a global scale.
