Subject: A respectful request to use your unique relationship with China to advocate for animal welfare laws

Dear  Adelaide Zoo Team,

I am writing as someone who deeply admires your commitment to wildlife conservation and animal welfare.  I appreciate the important role your zoo plays in caring for giant pandas through its partnership with China

China has become a global symbol of conservation through its protection of giant pandas.  However this compassion is not reflected in the legal protection afforded to many other animals.  China currently has no comprehensive animal welfare laws prohibiting cruelty to companion animals.  As a result serious and horrific acts of abuse often fall outside the scope of criminal prosecution.

One of the most disturbing consequences has been the emergence of organised online cat torture networks.  Individuals deliberately torture cats and kittens to death.  They film it and distribute it via encrypted message apps and social media platforms.  These networks have been documented by advocates over a number of years and they continue to expand and influence.

Most recently the world watched in horror as footage emerged of a gentle mother dog and her puppies being tortured to deathby 5 boys under the age of 14.  The puppies were beaten in front of their mother before she herself was set on fire and burned alive.  The abuse was filmed and shared online causing widespread international condemnation and renewed calls for the introduction of long overdue animal welfare laws in China.

I hope you might consider using your unique relationship with China to encourage broader conversations about compassion, animal welfare,  the influence of animal abuse on minors and legal protections for all animals.  My hope is that one day the same compassion that is extended towards giant pandas will be extended to every sentient animal.  I urge you to use your platform and your unique relationship with China to speak up for the countless cats, dogs and other animals in China who are suffering in incomprehensible ways.

Sincerely,

Sehr geehrtes Adelaide Zoo Team,

Subject: Ban animal torture content & improve moderation practices

Text:

Dear Telegram Team,

I am writing to express my concern about the presence of content on Telegram that depicts or promotes animal abuse and cruelty.

Content showing the abuse of animals can contribute to the normalization of violence, cause distress to users, and, in some cases, may be connected to criminal activity.

I believe online platforms have an important role in helping prevent the spread of such material.

Telegram is failing to safeguard young and vulnerable people.
I respectfully ask Telegram to strengthen its efforts to address this issue by:

– Removing channels, groups, and posts that promote or distribute animal abuse content.
– Responding more quickly to reports involving animal cruelty.
– Improving reporting tools so users can easily report this type of content.
– Increasing transparency about how reports of animal abuse are reviewed and handled.
– Cooperating with relevant authorities when content appears to document or encourage illegal acts involving animals.

Many users value Telegram as a communication platform, and stronger action against animal cruelty content would help create a safer and more responsible online environment.

Thank you for taking the time to consider this request.
I hope Telegram will continue improving its policies and enforcement regarding content that depicts or promotes animal abuse.

Sincerely,

Subject: Please enact and enforce comprehensive laws to protect animals

Text: To whom it may concern,

I recognize China as having one of the world’s oldest cultures, as well as being a modern-day global leader in technology and development. I have respect for the Chinese people and Chinese civilization, but I am horrified to learn of the brutality to animals that current laws do not address.

In 2020 China made progress by reclassifying dogs as companion animals and no longer as livestock. This positive development was further supported by the review and amendment of the Animal Epidemic Prevention Law and the Food Safety Law.

However, the companion animals continue to be treated as livestock without any objection or protection by law?

I respectfully urge the Chinese government to adopt and enforce anti-animal cruelty laws to end the suffering of the millions of dogs and cats killed annually in China’s dog and cat meat trade and change the way all animals in China are treated.

Dogs and other animals are sentient, feeling beings who deserve our protection. I strongly urge the Chinese government to pass a law that would ban the consumption of dog and cat meat in China, as it already has been passed in Shenzhen. Please recognize that dogs and cats establish a close relationship with humanity. Banning the consumption of pets is common practice for civilized society in the modern world.

Furthermore, there are daily reports of pet abuse from China, which is very disturbing and ruins China’s image as a civilized country. Please, strengthen and enfore the already existing laws that protect animals and create a comprehensive anti-animal cruelty law.

Regarding the dog and cat meat trade, South Korea passed a landmark law in January 2024 banning the breeding, slaughter, and sale of dogs for human consumption. The legislation includes a three-year grace period, with full enforcement set for February 2027.

Furthermore, Vietnam is actively signaling a shift away from the dog and cat meat trade, driven by changing public attitudes, increased pet ownership, and concerns over rabies transmission and food safety. Significant steps have been taken in recent years to phase it out, with a proposed roadmap aiming for an end to the trade by 2030.

In Thailand, the dog meat trade has been banned with overwhelming global support. There have also been bans in the Philippines and Taiwan. This is because laws have been passed and more importantly enforced. Education on animal welfare and enforced legislation are key.

Thank you for taking the time to read my plea.

Sincerely, Jane D.
