Text: Dear Executive Management and Human Resources Team,

 I am writing as a concerned member of the international community to bring to your attention a matter of grave concern involving one of your employees, Luo Fanghong. Reports and evidence of severe animal cruelty have circulated widely online, reportedly documenting incidents that occurred over several years while this individual was employed at your hospital.

 As a member of the global community who values animal welfare and ethical standards, I believe these allegations warrant your serious attention.

Publicly circulated material allegedly shows this individual engaging in deliberate acts of animal cruelty, including the physical and psychological torture, mistreatment, and slaughter of animals. Reports also indicate that highly graphic videos depicting these acts were distributed through private digital networks for entertainment or financial gain. Additionally, allegations have been raised concerning the illegal possession of weapons.

These reports have caused widespread shock and distress among members of the public around the world.

As a healthcare institution, Bo’ai Hospital represents not only its professional mission but also the ethical standards expected of its employees. It is deeply concerning that an individual working in healthcare, a field dedicated to protecting human life, has been accused of acts of extreme cruelty toward living creatures, including cats.

Furthermore, given the hospital’s role in maternal and child healthcare, the reported allegations of repeated torture involving mother cats and their kittens are particularly disturbing. These allegations include claims that mother cats were forced to witness the killing of their kittens and were subsequently forced to consume their remains. If substantiated, such acts would demonstrate an alarming degree of deliberate cruelty and raise serious concerns about the ethical standards expected of healthcare professionals.

Retaining an employee found to have engaged in such conduct could expose your institution to significant reputational and organizational risks, including the following:

– Brand and Financial Reputation: 

Consumers in China and around the world increasingly expect organizations to uphold high ethical standards and may lose trust in institutions associated with substantiated cases of extreme cruelty.

– Workplace Safety and Professional Conduct: 

Deliberate animal cruelty is recognized in research as a potential warning sign that may warrant further assessment. Although animal cruelty alone does not establish that an individual will engage in violence against people, credible allegations of repeated and deliberate cruelty deserve careful consideration, particularly when evaluating professional conduct and workplace safety.

Allowing substantiated misconduct of this nature to go unaddressed could undermine public trust in your institution and raise questions about its commitment to ethical conduct and social responsibility.

 I respectfully urge your management and Human Resources Department to initiate a prompt and impartial internal investigation into these allegations. If the evidence substantiates serious misconduct, I ask that your organization take appropriate disciplinary action, up to and including termination of employment, in accordance with applicable laws and institutional policies.
